H7N9 Nature's Scourge or Man-Made Weapon of Control

Less than 50 people  have died in China from the threat of H7N9 Flu so now the US populace is being threatened with a governmental "State of Emergency" that will mandate flu shots for everyone regardless of any risk to your personal health or religious objections
 

The rational is that everyone must be vaccinated for the good of all people, yet many groups have been given exemptions.  Seems to me to be an irrational, Rationale.
